We know little about Estonian Scouting at this time. Scouting began in Estonia (1912) before World War I. The movement was active during independence (1918-40), but we have few details. We do know that there was a Sea Scout section, but the only information we have at this time is a single photograph. The photograph here shows Estojian Sea Scouts (figure 1). It was taken during Maritime Days in Tallinn (June 5-6, 1937). It was labeled as Marine Scouts. The youth look a little old to be Scouts, but in the early years of Scouting, older boys and youth plaued a more imprtant role than is generally the case today.
