The FBI referred to Soviet sleeper cells as the Illegals Program. The Soviet sleeper cell program was a top secret program launched by the intelligence services of the Soviet Union during the Cold War. The Sleeper cell program for the moat part was to set up a network individuals who could support actual spies involved in stealing documents and other vital material. They provide safe houses and ways of getting material obtained by intelligence offices out of the country and to the Soviet Union. These sleeper agents were recruited and trained in the Soviet Union. It involved rigorous training to ensure that they could speak English with an American accent. Men and women were pared established themselves as married couples. Maried couples, especilly with children, are less suspious than single individuals. Once in America, they pursued university education and established careers. Some had children who had no idea their parents were Soviet spies. The program began to unwind when Gordon Fletcher, an amateur ham radio enthusiast stumbled across a broken radio transmission (1984). A recording he made reached the NSA, triggering Operation Distant Signal, a multi-agency investigation that would ultimately identify David and Susan Brennan of Bethesda, Maryland. They had two children an 11-year old boy and a 14-year old girl neither of which knew that their parents were Soviet agents. The boy was born in America. The girl was brought to America as a toddler. They were Dmitri and Svetlana Volkova -- KGB illegals who had been living in America under deep cover for 12 years. The Brenans cooperated with the FBI ans helped rool up several more sleeper agents. Another of these agents was Jack Barsky was planted as a sleeper agent by the Soviet KGB. He was active sleeper (1978-88). He was located by the FBI in 1994 and then arrested in 1997. He confessed after being arrested and became a useful source of information about Soviet espionage techniques. The Russian intelligence services after the demise of the Soviet Union (1991) reinstituted the program . In 2010, ten Russian sleeper agents were arrested in the United States after a decade-long FBI operation. The spies were trained in Russia and then sent to America (often via Canada, where they could more easily create a superficial history) in order to gain access to intelligence from high-ranking officials in government and academia. Anna Chapman is probably the brst known member of the Illegals Program. She was one of 10 Russian sleeper agents arrested by the FBI (2010). She had settled in the U.S. under an assumed identity to establish deep-cover connections. Most of these spies had lived in the United States for a long time, spoke good English, held regular jobs, and even had children. Couples were paired together while still in Russia so that they can live and work together in a host country as a married couple. The FBI reported that "Illegals who are placed together and cohabit in the country to which they are assigned will often have children together." Just recently. a Russian sleeper cell arrested in Slovenia was released as part of the largest East-West prisoner swap since the Cold War were so deep undercover that the children found out they were Russians only after the flight took off. The Dultsev family include a husband and wife convicted in a Slovenia court of misreptrsentin Argentinians citizensgip as part of an espiopnge plot.
