I'm not sure where this monument is located, but given the way the children are dressed, we would guess it is the southern Ukraine. A Russian reader believes that it is more likely southern Russia taken some time between 1987-91. Our reader writes, "I do not think that this and the other photograph at this monument on HBC were made in the Ukraine. According to some signs I think that these photographs were taken in the southern regions of Russia. This can be Krasnodar edge or the Stavropol territory. I think they were taken sometime between 1987 to 1991. The military officer in the photograph taking a picture of his child wears a short sleeve shirt. This shirt was introduced in the Soviet Army only in 1987." Of course after 1991 and the disolution of the Soviet Union, these Pioneer ceremonies were no longer held.
