History

Frank Cooper Sands founded the first Scout troop in the Young Men’s Christian Association (YMCA) during 1910, only a few years after Scouting was organized in Britain. The YMCA also played an important role in the early American Scouting program. About 30 boys joined the First Sands Troop. I believe the first Scouts were British boys in Singapore. I do not believe that Chinese or Malay boys were allowed to join at this time, but do not have confirmation of this yet. The 1st Sands Troop was an open troop, but I am not sure just what this meant. Singapoere at the time was A british colony. A crisis occurred in 1915 when the Indian Light Infantry mutinied. This is known as the Sepoy Mutiny. Scouts during the mutiny assisted the British by taking over from the police and army the duties of dispatch riders, telephone operators and other clerks. The Wolf Cub program for the younger boys was founded in 1916, the same year Baden Powell began the proram in Britain. The Scouts moved their headquarters to Zetland house at Anson Road (1916). A troop was organized for Malay-speaking boys (1919). Scouting was extended to the mainland of the Malay Peninsula in 1920. Sands was appointed the Chief Commissioner of the Scout Branch Association, Comprising of the British Crown Colony of the Straits Settlements (Singapore, Penang and Malacca) and the Federated Malay States in 1920. . The Scouts moved to a building vacated by the General Post Office at Clifford Pier in 1920. Singapore schools in 1922 made Scouting an official extra-circular activity. This led to the formation of school-sponsored troops registered as 2nd Raffles Institution, 3rd Anglo-Chinese School and 4th St Joseph Institution in numerical order of formation chronologically after the 1st Sand’s Troop which was an open troop. The Senior Scouts or Rover program was established in 1927. Ng Seng Choy in 1932 loaned a site to Singapore Scouts for camping. The site was located at Wing Leong Road, Changi, and was named Purdy Camp. I'm not sure who Purdy was. This site was a major assett for Singapore Scouting for the next 21 years.
