He wears a suit with some Norfolk styling and knicker pants. Knicker suits and pants were very common in Canada, more like America than Britain. We even see Canadian boys wearing knickers a few years after they went out of style in America. Notice he is wearing knee socks rather than long stockings. This was more common in the 1930s than 20s when boys commonly wore long stockings. Norfolk suits were, hiwever, more common in the 20s than 30s. Thus we would date the snapshot to about 1930. Notice the plain knee sicks rather than the loud patterened knee socks American boys wore. We are not yet sure about Cananadia knee sock trends.
