German World War II KLV Program: Evacuations

One response to the Allied Strategic Bojmbing campaign was the evacuation of large numbers of children from the cities targeted by the Allies. The World War II evacuation of British children in 1939-40 has been well studied. Less well reported, at least in English-language books w are familiar with, are the evacuations of German children. About 2.5-3.0 million German boys and girls were evacuated into rural areas. About 1.0 million of those evacuees were accommodated in about 9,000 camps and other facilities located throughout the Reich. The KLV differed significantly from the British program. First of all, we believe the evacutions of the older were mndatory and not at the disgression of the parents, although parents could obtain medicl dispnsation. Second, many of the children were not placed in individual homes and supervised by foster parents. The KLV evacustuins were orgnized and suporvised by the Hitler Youth. The older children were evacuated by train. Here we see thechildren beung evacuated froim Berlin in 1q940 (fifure 1). Notice the band and flags. The chikdren were ioften dressed in their Hitkler Youth unifirms. The older childrem were often placed in camps and other facilities like hotels and supervised as a group by a commandant, Hitler Youth leaders, and teachers. The KLV program thus gave the NAZIs an additional opportunity for ideological training. The Hitkler Youth readers ran the cmps nd were respponsible for duscipline. The teachers eere there for instruction. But often actul teaching became a low priority.
