Figure 1.-- This photograph shows Baden Powell reviewing a group of Scouts in 1919. We thouht at first that the Scouts were English. We note, however, that the Scouts mostly wear jumpers (sweaters) instead of Scout shirts. They wear belts over the sweaters. Also note the chin straps.

We note, however, that the Scouts mostly wear jumpers (sweaters) instead of Scout shirts. They wear belts over the sweaters. Also note the chin straps. I do not seem to note English Scouts dressed like this. English Cubs wore jumpers rather than shirts, but we notice the Scouts wearing shirts. We are unsure if these are English Scouts or not. A British reader writes, "Image 4 here is a group of British Scouts. The very first Scout Uniform was called a 'kit' and comprised the hat, belt, and a rucsac/napsack, along with the short trousers. (Possibly influenced by the Boys Brigade uniform which was a similar list of items but with a different hat. B-P was a friend of the founder of the Boys Brigade and received a lot of support from them in establishing the Scout Movement). Some of the early founded troops especially around the London area) took great pride in their antiquity and continued to maintain the jumper uniform when everyone moved to shirt and shorts. A uniform review in 1965 required all Scout troops to adopt a long trouser single style uniform by 1968, and this directive led in part to the establishment of a seperate Scout Movement - the Baden-Powell Scout Association--to which some of these older troops transferred in protest at being forced to lose their heritage. The Sea Scouts uniform changed very little, only requiring long trousers, most of the rest of the uniform stayed the same."
